B-009 Gate-0.5 investigation: infrastructure-fetcher (crates/infrastructure/fetcher) ships no migrations/ directory. It composes infrastructure-storage (content-addressed blob storage) and operations-rate-limit for dedup/throttling, but owns no Postgres schema of its own — sha256 dedup and rate-limit state live in whatever Storage/RateLimiter backend the caller wires in, not in a table this crate defines. migrations() staying empty is correct, not an oversight.
