What it is for

application-fulfillment — order fulfillment + delivery for the Forge framework.

Wraps domain-fulfillment. Sits between application-catalog (orders) and application-scheduling (delivery time slots). Provides order state machine, fulfillment modes (ship/pickup/dine-in), and per-item status tracking.

B-009 Gate-0.5 investigation: domain-fulfillment (crates/domain/fulfillment) ships no migrations/ directory. Per its own README: "This is a pure value-type / state-machine library — there are no migrations and no primitives-* dependencies, only serde/uuid/chrono/thiserror." Order/FulfillmentPlan/Run and their guarded state machines are computed in memory; persistence is left to the consuming host (e.g. via application-catalog's vendored orders table). migrations() staying empty is correct, not an oversight.
