B-009 Gate-0.5 investigation: foundation-i18n (crates/foundation/i18n) ships no migrations/ directory and no SQL/DB code at all — it is a pure in-memory translation/locale/pluralization library (see Locale, I18nError) with no owned schema. migrations() staying empty is correct, not an oversight. Nothing to vendor.
