B-009 Gate-0.5 finding: foundation-singleton (crates/foundation/singleton) does have a migrations/ directory (001_singleton_pattern.sql), but every line in that file is a -- comment — it is a documentation/template migration showing consumers HOW to build their own singleton table (fixed id = 1 PK + a UNIQUE INDEX ON (TRUE)), not schema this library crate owns itself. There is no CREATE TABLE (or any other executable statement) to vendor — this crate declares no domain rows, so migrations() staying empty is correct, not an oversight. permission_codes() stays empty too: the library crate defines no permission/capability constants of its own — the pattern is generic and gets its permission vocabulary from whichever table a consumer builds with it.
