B-009 Gate-0.5 finding: operations-sla (crates/operations/sla) ships no migrations/ directory — it is pure calculation (calculate_sla_status) over a pluggable SlaPolicySource trait; a consumer supplies its own storage for policies, so the library crate owns no schema. migrations() staying empty is correct, not an oversight. Nothing to vendor. permission_codes() was already declared before this pass.
