tools-git-hooks-install

Rust port (via the script-scan pipeline) of scripts/git-hooks/install.sh: points core.hooksPath at the versioned .githooks/ directory (relative path, so every worktree runs its own branch's hooks) instead of copying into .git/hooks. Supports --clean to neutralize stale copy-installer hooks left in the shared git-common-dir.
