B-009 Gate-0.5 investigation: data-export (crates/data/export) ships no migrations/ directory. Its ExportJob/ExportTemplate types are plain in-memory value structs (Serialize/Deserialize, no sqlx or PgPool anywhere in the crate) — it builds CSV/JSON output and tracks job lifecycle state purely in Rust, owning no Postgres schema. Note: crates/data/export/ARCHITECTURE.md documents an aspirational export_jobs/export_templates SQL schema (with an export_status enum) for hosts that want to persist jobs, but that design was never turned into a shipped migrations/*.sql file — there is nothing to vendor here today. migrations() staying empty is correct for what the crate actually ships, not an oversight.
