What it is for

application-feature-flags — per-organization feature flag system. Named feature-flags (not modules) to avoid confusion with Rust modules.

B-009: before this, migrations() returned Vec::new() and migrate_pending() was a no-op returning Ok(0), so modules and org_module_states (plus the is_module_enabled/get_enabled_modules helper functions, crates/foundation/modules/migrations/001_modules_tables.sql) were never created by anything that actually called this module's own migration path. Mirrors application-encounters's pattern exactly.
