What it is for

application-legal-authorities — the SHARED reference plane wired over domain-legal-authorities: jurisdictions, venues, and legal authorities.

CONTROL-PLANE module: migrate_pending runs ONCE on the control pool (NOT per-firm / NOT fleet) — reference data is firm-agnostic; per-firm data references it by id with no cross-DB FK. Mount reference_router outside the firm middleware.

Scope: the three core corpora mirroring the library crate structs. The gap corpora (authority body FTS, caselaw, rule-versions + deadline-formulas, and the per-firm crossref/choice-of-law plane) are DEFERRED to follow-ups.
