application-reservations — Layer 3 module. Sprint 58: services extracted.

B-009: before this, migrations() returned Vec::new() and migrate_pending returned Ok(0) while ignoring the pool, so capacity_pools, reservation_holds, reservations (plus the capacity/lock helper functions, crates/domain/reservations/migrations/001_reservations_init.sql and 002_pool_lock_tenant_key.sql) were never created by anything that actually called this module's own migration path. Self-contained: both files define their own trigger/lock functions (update_reservation_timestamp, reservations_uuid_lock_key) rather than depending on another module's shared helpers, and every FK targets a table created earlier in the same set.

No permission_codes() added: domain-reservations (crates/domain/reservations/src) defines no permission/capability constants to draw from — nothing to wire without inventing names.
