B-009 Gate-0.5 finding: domain-storage-locations (crates/domain/storage-locations) ships exactly one migration file, migrations/002_workflow_and_category.sql — an ALTER TABLE storage_locations ADD COLUMN IF NOT EXISTS ... with no matching CREATE TABLE anywhere in this repo. Per the file's own header comment, the base storage_locations table is owned by consumer projects (e.g. rust-inventory-ai's own 002_locations.sql); this library crate only adds columns to a table it assumes already exists. Vendoring it here (as application-catalog already found and documented for the identical file, crates/application/catalog/src/lib.rs) would make migrate_pending() fail on any fresh DB, since application-storage-locations has no earlier migration that creates the base table. Deliberately NOT wired — migrations() stays empty rather than shipping a call that is guaranteed to fail outside a host that has already built storage_locations itself. permission_codes() also stays empty: the library crate defines no permission/capability constants — it's plain CRUD model + query helpers, no fixed vocabulary to draw from.
