What it is for
application-workflow — workflow and state machine library crates.
B-009: before this, migrations() returned Vec::new() and migrate_pending returned Ok(0) while ignoring the pool, so workflow_transition_history (plus its lookup index, crates/operations/workflow/migrations/001_workflow_transition_history.sql) was never created by anything that actually called this module's own migration path. Self-contained — the table has no FK to any other module's schema, so no other module's bootstrap is required first. Mirrors application-encounters's pattern exactly.
permission_codes() was already present pre-B-009 (not drawn from library crate constants — operations-workflow (crates/operations/workflow/src/lib.rs) defines no permission/capability constants; left as-is per Gate-0.5 investigation).
